A survey of 399 online retailers across 23 member states of the European Union and Iceland and Norway found more than a third are attempting to manipulate online consumers, the European Commission said on Monday. The EU executive arm said that 148 businesses were using at least one exploitative tactic to trick shoppers. “This behaviour is clearly wrong,” EU Justice Commissioner Didier Reynders said in a statement.
