WASHINGTON — Former President Donald Trump said over the weekend that he had turned down a proposed one-to-one prisoner swap with Russia that would have brought Michigan’s Paul Whelan home. This was was news to Whelan’s family, who told The Detroit News on Monday they had not known about the proposal.
